Okay I follow the firewall settings and opened ports 6112-6119 TCP and UDP
I have a modem that is directly connected to my computer so no router. But I still can't host. My Windows firewall is (ON)
Also on another note, Is it true that in PG matches you have to be highest level to be host?

Do NOT turn your firewall off.
What is the name/version of the modem you use to connect to the internet? do you have extra firewalls/security programs(NOD32, Windows Defender...etc)?

I have a
Simens: SpeedStream 4200
I have Norton Internet security but that is Off
and No there are No other defenders unless spyware doctor counts and that is off at the moment

Anyway, in order to host, you need to port forward your router, you can follow one of these:

and after that, you need to open w3 ports in all active firewalls:
