Please help - SS safelist .

Hello guys :) Im playing in eurobattlenet from few days , but.. its not possible to do 1 professional dota.. its full of retards/kids/lamers/dumbs/noobs ect .. I've heard about SS safelist , but i have no idea how to join ..
Can any1 please explain me?
