Blocked dynamic IP?

I posted a message yesterday where I couldn't connect for hours and then all of a sudden it worked and I played for hours. Now today, the whole thing started again. Could I have been assigned the same banned IP? Can I be unblocked?

IP dynamic its when u get off conection or ip changes sometimes if one player break rules and get ban on ip dynamic u will cant join battle.net report to rake or tp_moonstar aboujt ir and change ur ip (powerr off and power on again ur conection)

In my case, ip depends on MAC adress of ethernet adapter connected in, I have cable net, cable modem, if I wan't change ip, i just plug RJ-45 into another adapter (i have 2 , integrated 1Gb, and PCI 100 Mb). This way I can switching via 2 IPs, if I wan't change IP which is assigned for 1st adapter, i will write its parameters to 2nd adapter, 1st adapter will lost this ip, and will get another (not previous of 2nd). Nice trick against IP bans ;)
