I have 256/128 cable internet. Now, i want to buy 1024/128, so if i buy it, it will mean that i will host the same games, with same speed as i did, but i will have less lag when i am not a host?

I mean, when i am host, UPLOAD is ONLY important, and when i join others game, DOWNLOAD is ONLY important, am i right?

and yes as host, upload is important, but i am not sure what is actually needed when you are not host, anyway w3 requires few resources, so much more important are peering, latency, distance etc

your ping will be same with 128k download as with 1024. and hosting quality wont improve either because of the lack of upload. the only way to improve your latency is to either change your isp or technical equipment in case of wireless

I dont have any problems with my net, i never lagg, neither others on my bot-host. But the thing is, that my brother is browsing net too often, and i cant stop him to do that, and he do it many times when i am ingame. So if i buy 1024/128, i have program called netlimiter, so he can use 512kb/s, and i can use the rest... So i think it will work well. And 1 more question, when he is browsing net, or watching youtube or downloading, or w/e, he ONLY needs download speed?

no. he needs upload to send requests to browsers or download material or whatever he is doing always requires some upload and this is exactly what raises your latency in game. i was on a shared wireless connection and i can tell you if someone is downloading whatever and you are on a shared connection your ping WILL rise.
basically what im trying to say is that if your brother is bigger and older that you...then you are ****ed

I have the same connection and it is not good for hosting. You need at least 128 upload for somewhat good hosting
