Oh, its only a game but it was 2vs2 pg, and his ally surrender at the beggining, a few seconds after that ... disks.

He`s my good friend and also Team Partner , and I know that he didn`t disced !
PC problems like hell yes, but discer NO !!!! My Oppinion is "no ban" and no "noted" coz it was beggining of game(2 min.) as Medo(MapHack-eR) already said , he didn`t have reason to disc ... one more thing , look his stats , he play 4 fun and , it was just PC Problem !
