Question about lag abuse

It often happens to me that I face a Brazilian player on ladder and these guys always got these friggin high pings.
You know this scenario?
"you just managed to get you base up and creeped a little without too many losses (yeah lag makes creeping a dangerous adventure) then you spot your enemy, enter battle, pray your prayer and in the midst of battle the lag ****s you and a few seconds later all your units are dead."
There`s so many brazilians (not only brazilians but other people from the ass end of the world) on this server, that I have to ask if they are all considered as lag abusers?
I`m not a racist but I don`t get why these 1000+ ping suckers compete in our ladder and don`t stick to custom games with guys that come from the same country or at least come from close to their country.

It's the nature of humans (sometimes).
Let me give you an example:
I played a game sometime ago and i did not realise that i had lag (something wrong with ISP) until the other player complained and he asked me to leave. I knew that i have to leave (else noted than banned) but i felt so bad that i had to leave the game. I ALMOST did not leave. I told him to play and at the end if there was still lag i would leave. That is what i did. At the end i won but left before i destroyed all his buildings and everybody was happy (i was a little disapointed though)

This was something regarding players that have lag but don't leave. (it's a strange felling.

Now why brazilians/peruvians/africans/canadians(although canadians seem to have good cons) etc. play here is beyond me. Have you ever tried playing on Kalimdor or Lordaeron? (or other servers from asia/africa/australia/america etc.) I know i tried and it lagged like hell. When i played as host other ppl had lag and when they were host i had lag. It is simply not possible.

i'm from perú, i've tried to play on other servers, but they gerenally are pretty bad, i only know another server which is really good and it is peruvian, i would use that one, but i don't understand why it is always empty so i just dun get in it anymore, the max amount of users i've ever seen in there is like 30 at once so thats pretty much no one to play with. I think this is the best i've ever played on, i rarely lag when i play with ppl that are all the way around the world, but I know sometimes it happens, it really depends on the computer other hosts have or ur own computer its not only about the connection, i got friends who got a great computer and a dial up connection and never lag (he's not from my country, so dun think he dun lag in my games cus of that) so the lag issue not always is the lagger fault, there are so much things involved that affect this. For example its not only connections, computer its also distance between the countries of the players, host-player distance, there's also the lack of ram that is available what i mean is ppl like listening to music, have msn open, etc and infinite options of programs that ppl like to have open while playing, this also affects the latency of the player.
I personally prefer playing with ppl in america, so i usually join games with canadian, usa hosts or hosts from south america, except for brasilian hosts, cus they are like really racists (most of em) and dun let any ppl who's not br in their games, but still i sometimes play with greek ppl, pol ppl, etc and as i said before i rarely lag :P.

And bout the lag abuse, I think that most ppl dun know that they lag until someone complains, for example if u r a lagger host, u dun notice until everyone starts dropping in the worst of the cases or someone complains he got a 10 sec delay, cus when ppl host they don't have delay at all, thats one of the best things of hosting i think, that u never get delay but still others get it :\ normal delay is 0.5-1.5 secs, thats pretty good i think and thats what i get on most games i usally join :).
