server banning quiters

isn't it possible for the server to ban (at least temporaryly) players that quit a certain percentage of the games they play?...something like 15%....because these days u can't really play dota anymore on eurobattle....quiters mess up all the games...many times the guy that first blood is made on quits...or if u kill a player o couple of times he just quits...i'm sure all dota players know what i mean...it's really annoing and frustrating...somethimes i spend a whole afternoon playing 15 minute games because too many players quited....
i really do believe something should be made for this by the server cuz banlist is not really effective...players can just register a new user and continue on playing, quiting and messing up games for other people

Well its impossible to ban quitters in Dota becuase its only a CG ;) More chances is to ban for MH in cg but i think NO too.

why can't quiters be banned if it's a custom game?...i think that game is one of the most played on the server anyway
